Forum Update
I'm slowly getting the new forums set up the way we want them--thanks to everyone who's kept posting despite the bugs. I've just installed a new module called Organic Groups which will let us set up restricted forums and will also have other cool applications once I get everything set up. Because of this, you must now join the "Forums" user group in order to access the forums.
How do you join a group? It's pretty simple. Just click on "groups" in your user menu, then click on the group you wish to join. You should see a new item in the left sidebar containing the group name. When you open the tab, you'll be able to join the group by clicking "subscribe" (or "request subscription" for moderated groups).

Hopefully 3 will be the charm. When you get to the "Forums" page (the one with the "No Public Posts"), there will be a tab in the LEFT SIDEBAR that says "Forums." Open that and click "Subscribe."
I'm hoping that there's a way to make hte subscribe option more visible, but I haven't had a chance to figure it out yet.
Moved the block
I moved the "Group Details" Block (where you can subscribe, manage your details, and post to a group) to the bottom of the content (center) section of the group page. Hopefully that will make obvious.

I'm simply getting No Forums defined when I attempt to access the forums.

You have to join the forums group. Open the "User Menu" block and click on "groups." That will take you to a list of groups (forums is the only one on it so far). Click on the name of the group and it'll take you to a page with a subscribe link. Click subscribe and you should be able to see the forums.

problems?
Okay, the only group that's listed under "My Groups" for me is "Staff".
When I click "User Menu/Groups" I get a page that lists "Forums" (clickabe) as well as the number of subscribers, the manager, and a description.
When I click on "Forums" I get a page that says:
"No public posts in this group. Consider subscribing to this group in order to view its posts.
Joining this group allows you to access the Hex Forums."
...and no noticable way to subscribe.
